ISPs to approach TRAI on access fee

With TRAI's latest tariff announcements likely to make dial-up Internet access more expensive, the apex association for Internet service providers ISPAI will soon approach the telecom regulator and the communications ministry on the issue.
"TRAI's tariff announcement will make Internet access more expensive for dial-up customers.
"There have been steps taken in the past to bring down the cost for the customer so that he spends more time on the net. This (move of TRAI) goes the other way.
"I think this will drive usage of the net down," R Ramaraj, president of ISP Association of India told reporters in New Delhi.
Expressing hope that TRAI will look at the differential price for net users, Ramaraj added that the association would "most certainly" approach the government and TRAI on the issue.
Asked about the recommendations that would be put forward before the government, he said, "We have been asking for two things and we are going to be consistent in those demands.
"One is changing the pulse rate so that dial-up users finds it more cost effective. And we are also asking for revenue share from basic operators."
On the recommended pulse rate, he said, "the effective cost to the customer should be Rs 12 per hour rather than the existing Rs 24 and Rs 36, which it is expected to become."
Last week the telecom regulator announced its fresh basic tariffs reducing the pulse rate of local calls to two minutes from current three minutes, triggering industry's fears that Internet access through dial-up too would become more expensive. The tariffs would be implemented from April 1, 2003.
